Mitigation plans provide a structured and systematic approach to identify risks and vulnerabilities and to develop and
prioritize actions to reduce or eliminate risks thereby diminishing future losses resulting from the identified hazards.
The process for developing a comprehensive all-hazard mitigation plan involves several steps. These steps include:
- Building Support for Mitigation Planning: This step involves identifying interested community members, available resources, and technical expertise, and then organizing these elements into an effective planning team.
- Understanding Your Risks: This step involves identifying and characterizing potential consequences of hazards and their impact to communities.
- Identifying Mitigation Actions and Implementing Strategies: This step involves establishing priorities based on your community’s understanding of their risk and developing long-term strategies and specific actions to minimize or avoid undesired consequences associated with the hazards.
- Implementing the Hazard Mitigation Plan: This step involves a variety of on-going efforts which may include public education, implementation of mitigation projects, and changes in the day-to-day operations of government to incorporate their understanding of the risks associated with hazards can have undesired consequences within the community.
The State of Idaho Hazard Mitigation Plan provides a comprehensive statewide all-hazards mitigation strategy. The plan incorporates local
multi-jurisdiction hazard mitigation plans into a statewide strategy that supports all-hazard mitigation efforts of local governments and
state agencies. The plan provides a detailed hazard assessment and provides strategies and specific actions to reduce the risks associated
with each hazard. The plan is a useful tool to facilitate sustainable communities before disasters occur and during disaster recovery.
The State of Idaho Hazard Mitigation Plan is updated on a 5-year cycle. The next revision to this plan is scheduled to be completed on
November 1, 2018.
LOCAL ALL-HAZARD MITIGATION PLANS
The requirements for a FEMA approved local jurisdiction all-hazard mitigation plan are listed in 44 CFR section 201.6.
The BHS Mitigation Section reviews all local hazard mitigation plans using the
Local Mitigation Plan Review Tool provided by FEMA.
Most counties in Idaho approach mitigation planning through a multi-jurisdictional approach. This approach addresses the needs of the county
and the cities within the county in a comprehensive approach that saves time, money, and provides for a consistent approach to help local governments
manage their risk.
